Two months after Senegal’s dramatic victory over Morocco in the African Cup of Nations (CAN) final, the Confederation of African Football (CAF) has delivered a stunning reversal. On March 17, the CAF Appeals Jury ruled that the Senegalese national team forfeited the match, enforcing a 3-0 technical victory for Morocco under tournament regulations.

The decision, announced in a late-night statement, comes after the Royal Moroccan Football Federation filed an appeal challenging the legitimacy of the final’s proceedings. CAF officials confirmed that “the appeal submitted by the Royal Moroccan Football Federation was deemed admissible and substantiated.” The ruling cited alleged violations by Senegal of articles 82 and 84 of the CAN competition regulations, which govern player conduct and match integrity.

Under these regulations, any team found in breach faces automatic forfeiture, resulting in a 3-0 loss. Consequently, the final score was retroactively adjusted: Morocco is now officially crowned CAN 2025 champions, while Senegal’s historic win has been nullified.

Controversial final overshadowed by referee decisions

The January 18 final was already a high-tension affair. With the score tied at the end of regulation time, Moroccan players were awarded a penalty kick following a controversial referee call. The decision sparked outrage among Senegalese players, several of whom briefly left the pitch in protest before returning to finish the match.

Morocco’s penalty was saved by Senegalese goalkeeper Édouard Mendy, but Pape Gueye scored in extra time to give Senegal a 1-0 victory. At the time, the result stood despite the heated disputes. However, the Royal Moroccan Football Federation contested the decision-making process and filed a formal complaint with CAF disciplinary bodies.

After reviewing the case, the Appeals Jury concluded that the incidents involving Senegal warranted disciplinary action. The ruling nullified the original outcome and confirmed Morocco’s claim to the title. The CAF stated: “The appeal lodged by the Royal Moroccan Football Federation was upheld in full.”

In response, the Senegalese Football Federation condemned the decision as “unjust” and announced plans to appeal the ruling. Morocco, now officially the 2025 African champions, celebrates a title secured not on the field, but through administrative channels weeks after the match.

Implications for African football governance

This unprecedented decision raises questions about the consistency and transparency of CAF’s regulatory framework. While the body has cited its statutes to justify the reversal, critics argue that such late interventions undermine the credibility of sporting outcomes. The case also highlights the increasing role of legal challenges in African football governance, where technicalities can outweigh on-field performances.

The CAF has yet to release a detailed explanation of the specific breaches by Senegal that led to the forfeiture ruling. As the situation continues to unfold, both federations prepare for further appeals, leaving the continent’s football community divided over the legitimacy of the new champion.
