The ongoing dispute surrounding the special credits reform has escalated with a fresh development. Dr. El Hadji Abdourahmane Diouf, who serves as the Minister of Petroleum and the Deputy General Supervisor for the KIIRAAY / Les Patriotes Républicains coalition, has vociferously condemned the National Assembly’s proposed bill concerning these funds. He directly accused the parliamentary majority and its leader, Ousmane Sonko, of employing “double-speak” when addressing religious communities.
Dr. Abdourahmane Diouf maintains that Ousmane Sonko’s recent outreach to religious centers stands in direct opposition to the true content of the legislation advanced in Parliament. “The provisions he advocates for within the National Assembly are entirely disconnected from the narrative he presented to our spiritual guides,” Diouf reiterated, pointing to what he describes as a “fundamental moral failing.” The Minister referenced Article 2 of the parliamentary proposal, which restricts special credits “solely” to defense, security, and intelligence operations. Furthermore, he highlighted Article 5, which explicitly prohibits expenditures for social purposes. Diouf characterized this wording as “anti-social and anti-religious credits,” asserting that it effectively blocks any support for vulnerable populations.
Conversely, Diouf commended the Executive’s proposed amendments, which aim to reinstate “the preservation of social order” and foster “humanitarian values, mutual assistance, and solidarity.” His verdict was unequivocal: “Where the Assembly seeks to exclude, the Executive strives to include.” Dr. Abdourahmane Diouf concluded by criticizing Ousmane Sonko for his own unreserved use of political funds during his tenure as Prime Minister. He urged Sonko to fully acknowledge the implications of his current legislative text, declaring: “Take responsibility for your discriminatory treatment of our religious communities in the allocation of political funds! It is about the Republic! Nothing less than the Republic!”
