Togo validates Lomé power grid expansion tender after fraud allegations dismissed

The Togolese Public Procurement Regulation Committee (ARCOP Togo) has definitively closed the file on fraud allegations surrounding the PEREL PLUS international tender for Lomé’s electricity network expansion. In its ruling CRD Decision No. 024-2026 issued on June 19, 2026, the committee dismissed all claims of procedural misconduct following an in-depth investigation.


Fraud claims rejected after thorough verification

Two anonymous complaints filed on March 28 and April 8, 2026 alleged multiple irregularities in the tender process managed by the Compagnie Énergie Électrique du Togo (CEET). The accusations included claims of an unqualified restricted list, overrepresentation of foreign firms, failure to divide the contract into smaller lots, and excessively stringent qualification criteria. However, the ARCOP Togo committee found these assertions entirely unsubstantiated.

The investigation confirmed that the tender adhered strictly to a formal prequalification phase, during which nine out of fifteen interested companies successfully met the criteria to participate in the final bidding process.


PEREL PLUS: tender process gains approval from technical partners

The PEREL PLUS project, which falls under the financing framework of the French Development Agency, received clearance from both the National Public Procurement Control Directorate (DNCCP Togo) and the French Development Agency. The committee emphasized that for externally funded projects, the lender’s regulations take precedence over certain national provisions—particularly regarding the structuring of contract lots.
