Lokossou, the minister in charge of external resource mobilisation and debt management, and Dr Silvia Morgenroth, head of the West Africa division at Germany’s Federal Ministry for Cooperation and Development (BMZ), set the stage for intergovernmental negotiations planned for Berlin in 2027.
What the €15 million boost will fund
A joint statement released on Friday, October 9, 2026, confirmed that Germany will provide an additional €15 million—equivalent to about 9.8 billion CFA francs—for the current year.
The money will be directed toward two primary objectives:
- Energy transition: Integrating a solar component into the Nangbéto hydroelectric facility, creating a hybrid hydro-solar regional project.
- Local entrepreneurship: Scaling up advisory and technical assistance for small and medium-sized businesses, with a particular focus on supporting women entrepreneurs.
Three strategic pillars backing Cotonou’s reform agenda
Commending Benin’s rigorous economic and financial reforms, the German delegation reiterated its support for the government’s action programme (PAG) through three key areas:
- Financial governance and decentralisation: Bolstering local and territorial budget management capacities.
- Private sector development and vocational training: Closing the skills gap between education and employment for young people.
- Water management and biodiversity: Enhancing environmental resilience for communities.
Shared principles and a Berlin rendezvous
Both sides reaffirmed their dedication to upholding the rule of law, democracy, and multilateral values, before confirming their next major bilateral meeting in Berlin in 2027, where future multi-year partnership agreements will be finalised.
