Senegal’s political funds transparency debate intensifies under sonko

The Prime Minister of Senegal, Ousmane Sonko, has reiterated his commitment to reinforcing oversight and transparency in the management of political funds, framing it as a campaign promise made to the Senegalese people. During a recent address, he acknowledged a divergence of opinion with President Bassirou Diomaye Faye regarding the implementation of these financial mechanisms.

renewed scrutiny over political funds

Discussions surrounding political funds resurfaced following an interview delivered by the Head of State at the Presidential Palace on May 2. While President Bassirou Diomaye Faye defended the retention of these funds, he acknowledged the transparency concerns they raise. The President highlighted essential considerations, including national security imperatives, international solidarity, and the numerous demands placed on the state.

a long-standing reform pledge

Addressing legislators, Ousmane Sonko emphasized that the issue of political funds has been a priority for his political movement since 2019. « We initiated this debate long before it became a public issue. Our stance remains clear: all political funds must be transparent, » he asserted. The Prime Minister clarified that his objective is not to abolish these funds but to subject them to stringent oversight mechanisms, modeled after systems in place in advanced democracies like France.

preserving public trust in financial governance

Sonko underscored the importance of maintaining citizen confidence in public fund management. Referring to allocations under the Prime Minister’s office, he revealed the existence of 1.77 billion FCFA in political funds, stressing that this is not a personal crusade. « Senegalese citizens demand assurances that these funds will never be misused for political profiteering or personal enrichment, » he stated. The Prime Minister reiterated his dedication to accountability in public finance management, asserting that « no taxpayer-funded resource should escape scrutiny. »

legislative pathway to reform

On the legislative front, Ousmane Sonko indicated a preference for an executive-led proposal. He disclosed ongoing exchanges with the President after a parliamentary initiative on the matter was introduced by Deputy Guy Marius Sagna. The Prime Minister announced plans to submit a draft law to the Council of Ministers if current consultations fail to yield swift results.
