
The newly formed Public Policy Evaluation Committee (CEPP) is tasked with the crucial mission of structuring, guiding, and monitoring parliamentary assessments of public policies. This initiative aims to significantly enhance the oversight of public action and improve the overall effectiveness of implemented policies across Senegal.
Senegal’s National Assembly has embarked on a significant advancement in strengthening parliamentary control. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Public Policy Evaluation Committee (CEPP), marking its official establishment and the election of its Executive Bureau.
This formal operationalization represents a pivotal moment in Senegalese parliamentary life. Envisioned since the constitutional revision of 2016, the evaluation of public policies can now be fully implemented within the National Assembly. The CEPP’s mandate specifically involves organizing, leading, and tracking parliamentary evaluations of governmental policies, thereby bolstering the scrutiny of public administration and ensuring the efficiency of programs in place.
Composition of the Public Policy Evaluation Committee
The committee brings together several key parliamentary figures: the President of the National Assembly, the presidents of all recognized parliamentary groups, the representative for non-affiliated deputies, and the presidents of the 14 permanent commissions. Additionally, nine other deputies, along with their alternates, are members, designated proportionally based on the administratively constituted parliamentary groups and incorporating proposals from non-affiliated members.
Following its initial session, the CEPP’s Executive Bureau was officially formed. Ousmane Sonko, who also serves as the President of the National Assembly, has taken on the role of the committee’s president. He is supported by Mohamed Sall as the first vice-president and Djimo Souaré as the second vice-president. Béatrice Germaine Faye has been appointed as the first secretary, with Adama Diallo serving as the second secretary.
Through the establishment of this vital committee, the National Assembly intends to give tangible form to the parliamentary evaluation of public policies, thereby reinforcing its pivotal role in overseeing governmental actions and ensuring accountability.
