Drones reshape Africa’s military strategies amid evolving security threats
Across Africa, military drones have transitioned from experimental tools to cornerstone assets in national security strategies. While these unmanned systems offer unprecedented operational advantages, they also expose African nations to new forms of technological dependency on foreign powers, raising critical questions about long-term strategic autonomy.
The rise of drone warfare in African conflicts
In recent years, the continent has witnessed an unprecedented surge in drone acquisitions. Military records indicate that only one drone purchase agreement was documented in Africa in 2001. By 2021, this number had multiplied to twenty-one, culminating in over 1,500 military drones acquired by 31 African countries between 1980 and 2024. The most significant growth occurred between 2020 and 2023, with North Africa accounting for more than half of all purchases. Nigeria emerged as one of the continent’s top consumers of these systems.
The rapid expansion reflects Africa’s deteriorating security landscape. Groups like Boko Haram, Al-Shabaab, and the JNIM have increasingly adopted commercial drones—often repurposed for combat—altering the balance of power in regional conflicts. These systems now serve multiple functions: conducting precision strikes, coordinating ground operations, and amplifying psychological warfare through carefully curated video footage.
Battlefields in the Sudan, Mali, Burkina Faso, Niger, Somalia, and Ethiopia demonstrate how drones have become indispensable to modern warfare. While regular armies deploy them for surveillance and targeted strikes, armed factions leverage them to gather intelligence and project force without risking direct confrontation.
Foreign suppliers maintain tight control over drone technology
Despite Africa’s growing appetite for drones, the continent remains heavily dependent on external suppliers. China, Israel, the United States, and more recently Turkey dominate the market, providing not only the hardware but also crucial support services. These partnerships encompass operator training, technical maintenance, software updates, and spare parts logistics—creating a structural dependency that extends beyond mere equipment ownership.
This reliance extends to data sovereignty concerns. The vast amounts of intelligence collected by these systems often flow through servers controlled by foreign entities, raising questions about who ultimately governs the use of this sensitive information.
Local production efforts gain traction
In response to these dependencies, several African nations are investing in domestic drone manufacturing. South Africa leads the continent’s industrial efforts, while Morocco has adopted a hybrid approach, combining local production with international collaborations. Other countries—Nigeria, Egypt, Ethiopia, Tunisia, and Algeria—are rapidly developing their own capabilities through targeted initiatives.
Senegal has also entered the fray through Ndobine, a homegrown company specializing in maritime surveillance, precision agriculture, and cartographic drones. Despite these advances, domestic production currently accounts for only 12% of the African market, leaving the continent largely reliant on foreign sources.
Strategic gains versus persistent challenges
While drones provide tactical advantages in surveillance and precision strikes, experts warn against overestimating their strategic impact. Military analysts note that these systems fail to address the root causes of Africa’s conflicts, sometimes even exacerbating tensions. In 2024 alone, drone strikes resulted in 1,176 civilian deaths across thirteen African nations. In Sudan, reports indicate that nearly 700 civilians were killed in the first quarter of 2026 due to drone attacks.
The proliferation of drone technology has introduced new ethical dilemmas. Civilian casualties have increased, and the line between military and humanitarian operations has blurred. Experts emphasize that without proper regulatory frameworks, the unchecked expansion of drone warfare could undermine long-term security rather than strengthen it.
Toward a coordinated African drone strategy
To mitigate these risks, analysts advocate for comprehensive national policies governing drone deployment. Key recommendations include establishing frameworks aligned with international humanitarian law, enhancing operator training programs, increasing transparency in procurement processes, and fostering greater regional cooperation under the auspices of the African Union.
The future of drone warfare in Africa hinges not merely on acquiring these technologies but on developing the institutional capacity to govern their use responsibly. Without such measures, the continent risks deepening its technological dependencies while inadvertently fueling the very conflicts these systems were meant to resolve.
