The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, private sector representatives, civil society, academia, experts, and media outlets.
The validation marks a critical milestone toward adopting the nation’s first comprehensive territorial planning reference. Once finalized, SNAT CI-2045 will equip the government with a robust national planning tool to steer public and private investments, enhance policy efficiency, and promote balanced regional growth across the country.
Under the leadership of President Alassane Ouattara, the Ivorian Government continues to reinforce its strategic planning framework to support the country’s economic, social, and environmental transformations. Territorial planning stands at the heart of this vision, ensuring investments are strategically distributed, regional potentials are harnessed, and development policies are aligned for greater coherence.
SNAT CI-2045 serves as the long-term spatial development blueprint, outlining where public and private investments should be directed while harmonizing state, local, and developmental actors’ efforts. Each region will be assigned specific development roles, fostering a more structured and purposeful approach to national growth.
Dr. Souleymane DIARRASSOUBA emphasized the framework’s role: « The 2026–2030 National Development Plan (PND) sets medium-term priorities and investments for national progress. SNAT CI-2045 translates these priorities into long-term territorial strategies, serving as the foundation for future National Development Plans. Together, these frameworks ensure cohesive public action across Côte d’Ivoire. Our mission as the Ministry in charge of Territorial Planning and Regional Development is to secure every region’s rightful place in the nation’s growth journey. »
The validated orientations stem from a rigorous, multi-scale participatory process grounded in scientific analysis. They address critical national challenges: bridging regional disparities, managing urban expansion, boosting territorial competitiveness, strengthening local governance, safeguarding natural resources, and deepening regional integration.
The blueprint envisions a Côte d’Ivoire where all territories are resilient, competitive, and share in shared prosperity. It revolves around five strategic pillars: balanced territorial development, efficient urban-rural networks, strengthened local governance, a high-performance resilient economy, and accelerated climate transition.
Following the workshop, the draft SNAT will be submitted to the Government for approval before being presented to Parliament for adoption into law. This will establish Côte d’Ivoire’s first national territorial planning framework, guiding state action to channel investments where they deliver the greatest impact and foster balanced nationwide development.
