Historic milestone reached in Côte d’Ivoire’s territorial planning
This week in Abidjan, Dr. Souleymane DiarraSouba, Minister of Planning and Development, led a landmark national workshop to validate the study for Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The gathering brought together key stakeholders including government officials, prefects, local authorities, technical and financial partners, private sector representatives, civil society, academics, experts, and media professionals.
Foundations laid for equitable national development
The validation workshop marks a pivotal moment for Côte d’Ivoire as it prepares to adopt its first-ever national territorial planning framework. The SNAT CI-2045 will serve as the definitive guide for public and private investment decisions, enhancing government effectiveness while promoting balanced territorial development across the country.
Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning mechanisms to support the nation’s ongoing economic, social, and environmental transformations.
Territorial planning plays a crucial role in this vision by ensuring investments are strategically distributed, regional potentials are maximized, and development policies are harmonized for greater coherence.
A blueprint for spatial organization and long-term growth
The SNAT CI-2045 will define the spatial organization of Côte d’Ivoire’s development through 2045. It will determine public and private investment locations while aligning state actions with local authorities and development stakeholders. Each region will be assigned specific development roles tailored to its unique potential.
« The 2026-2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these into territorial terms for the long term and will support future National Development Plans. Together, these frameworks ensure coherent public action throughout Côte d’Ivoire. As the ministry overseeing territorial planning and regional development, our mission is to secure each territory’s rightful place in the nation’s development,» stated Dr. DiarraSouba.
Strategic priorities address key national challenges
The validated framework represents the culmination of collaborative, multi-scale consultations grounded in scientific analysis. It addresses critical national challenges including regional disparities, urbanization control, territorial competitiveness, local governance strengthening, natural resource preservation, and regional integration enhancement.
The SNAT CI-2045 aims to build a Côte d’Ivoire with resilient, competitive territories that share prosperity. Its five strategic pillars include:
- Balanced territorial development
- Efficient urban and rural network organization
- Strengthened territorial governance
- Development of a high-performing, resilient, and inclusive economy
- Accelerated climate transition
Following the workshop, the framework will be submitted to the Government before being presented to Parliament for adoption as the law establishing the National Territorial Development Framework. This will give Côte d’Ivoire its first national territorial planning reference, guiding state investments toward areas where they will have the greatest impact while fostering more balanced national development.
