The Democratic Republic of Congo (DRC) is taking a significant step toward digital transformation in public administration. The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has announced the complete dematerialization of the subcontracting attestation issuance process, marking a major shift in how businesses obtain this critical document.
This groundbreaking initiative, spearheaded by ARSP Director General Juan Ted Beleshayi Kasanda, aims to revolutionize the handling of subcontracting attestations by eliminating paper-based procedures entirely. From initial application submission to final document delivery, every step is now fully digitalized.
Faster processing and enhanced security
The reform introduces several key improvements designed to benefit both businesses and the regulatory authority:
- Reduced processing times: The ARSP has set ambitious targets to decrease issuance delays from weeks to just seven days initially, with plans to eventually achieve a 72-hour turnaround.
- Digital document delivery: Attestations are now issued exclusively in electronic format, with recipients able to print them directly from their devices.
- Enhanced security features: Each digital attestation includes a QR code for instant authenticity verification, while all valid attestations are listed on the ARSP’s official website.
- Extended validity period: The document’s validity has been increased from three to five years for both new applications and renewals.
First beneficiaries of the digital revolution
As part of the program’s launch, the ARSP immediately issued digital attestations to seven pioneering companies:

- MAG CONTRACTOR SARL
- ENTREPRISE GÉNÉRALE INVEST SARL
- LIELE GLOBAL INVESTMENT CORPORATION SARL

Modernization for better business climate
Speaking on the initiative, the ARSP emphasized its commitment to continuous service improvement: “Through this reform, we reaffirm our dedication to modernizing our services, simplifying procedures for economic operators, and contributing to an improved business environment in the DRC.”
The digital transformation of the subcontracting attestation process represents a concrete example of how the DRC is leveraging technology to streamline administrative procedures and support private sector growth. By reducing bureaucratic hurdles and increasing transparency, the ARSP is helping create a more conducive environment for business operations in the country.
