Diplomatic talks on drc security held with ugandan president museveni

The Ugandan Head of State, President Yoweri Museveni, received on Monday at his private residence in Kisozi the Special Envoy of the Democratic Republic of the Congo, Floribert Anzuluni Isiloketshi. The meeting centered on the escalating security challenges in eastern DRC and the joint efforts required to restore peace and stability in the Great Lakes region.

Strengthening regional cooperation for lasting peace

During the discussions, President Museveni emphasized the importance of addressing « common concerns » that affect both nations. « This morning, at my farm in Kisozi, I welcomed Mr. Floribert Anzuluni Isiloketshi, the Special Envoy of the Democratic Republic of the Congo. We discussed critical issues, particularly the security situation in eastern DRC. Peace and stability in our region are vital to the prosperity of our people, and we will continue working closely with regional partners to address the challenges facing eastern Congo, » he stated on social media.

Floribert Anzuluni reciprocated the sentiment, expressing gratitude for the warm reception and highlighting President Museveni’s commitment to peace in eastern DRC. « I extend my gratitude to President Yoweri Museveni for his hospitality. His dedication to restoring peace in eastern DRC is commendable, » the envoy remarked.

Security threats fuel displacement and instability

The meeting comes at a time when the provinces of North Kivu, South Kivu, and Ituri remain mired in persistent insecurity. The resurgence of the M23 rebel group and attacks by the Allied Democratic Forces (ADF) continue to displace civilians and hinder governmental stabilization efforts in the region.

As the Special Envoy of President Félix Tshisekedi, Floribert Anzuluni is tasked with conveying Kinshasa’s messages to regional leaders, fostering political and diplomatic collaboration to advance peace initiatives in eastern DRC.

Military and economic collaboration between DRC and Uganda

Bilateral cooperation between the Democratic Republic of the Congo and Uganda serves as a cornerstone of regional strategies. Since November 2021, the Armed Forces of the Democratic Republic of the Congo (FARDC) and the Uganda People’s Defence Force (UPDF) have jointly conducted Operation Shujaa, targeting ADF fighters responsible for attacks on civilians in eastern DRC. This military alliance has been renewed multiple times and remains a key component in combating armed groups.

Beyond security, both nations are also enhancing their economic partnership, with a focus on cross-border infrastructure projects aimed at boosting trade and regional integration.

By reaffirming their commitment to collaborative efforts with regional partners, Kinshasa and Kampala underscore their resolve to adopt a unified approach in addressing the security threats that jeopardize stability in eastern DRC and the broader Great Lakes region.
