Bénin advances public sector careers with 1,110 promotions to 12th grade

The Bénin government has approved the financial and administrative regularization of 1,110 civil servants who were previously stuck at the eleventh grade. This long-awaited measure brings immediate financial relief and includes retroactive salary payments for the affected employees.

A breakthrough for career progression

Following a Council of Ministers meeting chaired by President Romuald Wadagni, the government formally authorized the automatic advancement of eligible civil servants to the twelfth grade. The decision applies to precisely 1,110 state agents who had met the required criteria of seniority and merit by December 31, 2025.

Overcoming digital and financial bottlenecks

The approval marks the end of delays caused by earlier career reform processes. While legislation had already expanded the career progression framework within the Integrated Human Resources and Payroll Management System (SIGRHP), technical alignment for automatic twelfth-grade promotions had lagged behind. By formalizing this update, the executive not only safeguards the career interests of the employees but also accelerates the modernization of the state’s digital human resources management.

For those affected, the decision goes beyond symbolic recognition. The decree mandates that ministries immediately calculate and apply the financial impact on salaries, ensuring retroactive payments for all eligible arrears.
