Following a decisive working session held at the Palais de la Marina, centered around Romuald Wadagni, Anselme Amoussou, the Secretary General of the Confédération des syndicats autonomes du Bénin (CSA-Bénin), shared his optimism regarding the commitments made by the executive branch.

This critical meeting, which brought together trade unions and representatives of the Aspirants au Métier d’Enseignant (AME), resulted in concrete decisions, establishing several major professional guarantees for the teaching community after years of advocacy.
Expressing appreciation for the collaborative atmosphere and the strong resolve demonstrated by the authorities just before the start of the school year, Anselme Amoussou highlighted the significance of these resolutions.
“The constructive spirit of our discussions and the stance taken by the head of state convince us that there is a genuine political will to finally resolve the situation of the AME,” the union leader stated.
Major achievements secured for AME teachers
These consultations have solidified several key advancements to regularize the status of these educators. First, the initial requirement to undergo a new evaluation test has been permanently discarded. Instead, direct recruitment will be conducted based on qualifications, classroom experience, and proven competence, provided the candidate has completed three consecutive contracts.
Furthermore, the selected teachers will join the public administration under the status of public contract agents of decentralized local authorities (ACDPCTD). This administrative framework ensures balanced oversight between sector ministries and local municipalities, while also making it significantly easier for these professionals to access bank loans and other financial services.
On the social front, continuous registration with the Caisse nationale de sécurité sociale (CNSS) is fully maintained to prevent any administrative gaps. Additionally, the alignment with public service age limits—established at 35 years for categories C and D, and 40 years for categories A and B—is designed to ensure that these agents can complete the mandatory 15 years of contributions required to qualify for a retirement pension.
Finally, the established timeline prioritizes the 2019 cohort, which represents more than half of the total workforce, before gradually expanding the integration process to subsequent groups.
This social consensus marks the beginning of a gradual transition away from job insecurity for thousands of educators, laying the groundwork for a peaceful and stable academic year across the country.
