A 2026 study by the Cambridge Programme on AI Science & Policy documents how these technologies are being used to enhance combat readiness, streamline logistics, and troubleshoot technical challenges.

From propaganda to tactical planning

While AI has previously been leveraged for content generation and multilingual propaganda, this report highlights unprecedented applications. Former mid-level commanders and technical specialists from the group’s ISWAP and JAS factions disclosed that AI tools such as ChatGPT, Claude, Grok, Meta AI, and DeepSeek are now being used to:

  • Analyze failed attack scenarios and refine future operations;
  • Plan complex movements and coordinate between remote units;
  • Diagnose equipment malfunctions and improvised weapon maintenance;
  • Design explosive devices and improve operational security protocols.

When an AI system refused to provide sensitive information, operatives reportedly reformulated queries, adjusted contextual prompts, or switched to alternative platforms—demonstrating resourcefulness in bypassing safeguards. The study emphasizes that AI has accelerated access to technical knowledge, reducing what once required days of research to mere minutes.

Structured AI units trained with external support

Some factions have gone further by establishing specialized AI teams composed of members skilled in engineering, weaponry, and explosives. These units interact with multiple AI platforms, curate responses, and disseminate vetted intelligence to field operatives. Access to systems, accounts, and subscriptions is tightly controlled, limited to trusted members to prevent leaks or unauthorized use.

According to testimonies, the adoption of AI was actively encouraged by instructors linked to Daesh. These trainers reportedly provided hands-on workshops, remote assistance, and even hardware—including laptops, projectors, encrypted software, virtual private networks, and paid access to multiple AI services.
