A landmark gathering in Abidjan marked a pivotal moment for Côte d’Ivoire’s future development, as Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, led the national validation workshop for the study of the National Territorial Planning Scheme (SNAT CI-2045). The event brought together top government officials, prefects, local authorities, technical and financial partners, private sector representatives, civil society, academia, experts, and media under one roof.
This milestone paves the way for adopting the country’s first-ever national territorial planning framework. The SNAT CI-2045 will equip the state with a robust national reference tool to guide public and private investments, enhance the efficiency of government action, and foster more balanced regional development across Côte d’Ivoire.
Under the leadership of President Alassane Ouattara, the government is advancing a comprehensive national planning strategy to support the country’s economic, social, and environmental transformations. Territorial planning stands at the heart of this vision, ensuring equitable investment distribution, unlocking regional potential, and reinforcing the coherence of development policies.
The SNAT CI-2045 serves as the long-term spatial development framework, outlining where public and private investments should be strategically placed. It harmonizes state, local, and development actors’ efforts by assigning each region a tailored development purpose. This approach is essential for aligning national priorities with local realities.

The SNAT CI-2045 translates these goals into a territorial vision for the long term and will underpin future National Development Plans. Together, these frameworks ensure coherent public action nationwide. The validated orientations reflect a rigorous, participatory, and multi-scale consultation process. They are grounded in a thorough national territory analysis and address key challenges: reducing regional disparities, managing urban growth, boosting territorial competitiveness, strengthening local governance, protecting natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and share prosperity. It is structured around five strategic axes: balanced territorial development, an efficient urban-rural network, enhanced territorial governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.
Following the workshop, the draft Scheme will be submitted to the government for approval before being sent to Parliament for adoption into law. Once enacted, the SNAT CI-2045 will become Côte d’Ivoire’s inaugural national territorial planning reference, guiding state investment toward the most impactful regions and driving balanced nationwide development.
