Côte d’Ivoire has demonstrated exceptional prowess in securing international funding, surpassing all expectations with commitments exceeding $80 billion to power its National Development Plan (NDP) through 2030. This achievement underscores the country’s economic resilience and renewed stability, drawing significant investor confidence.
Unprecedented investor confidence
The West African nation has successfully attracted four times the initially projected international public financing for its NDP, announced the Minister of Planning during a press briefing. This landmark achievement highlights Côte d’Ivoire’s strong economic fundamentals and its emergence as a prime investment destination in the region.
The country’s remarkable growth trajectory—averaging 6.5% annually in recent years—combined with post-conflict recovery and political stability, has created an ideal climate for both public and private sector investments. The government recently hosted a high-profile investment forum in Abidjan, convening government officials and hundreds of domestic and international investors to discuss funding for the ambitious development program.
Key development priorities
The NDP focuses on critical sectors including security enhancement, agricultural modernization (accounting for 20% of GDP), nurturing national champions through business support programs, and major infrastructure projects such as a high-speed rail network.
Record-breaking funding commitments
While Côte d’Ivoire initially sought approximately $20 billion in public financing, international partners have pledged over $80 billion—four times the original target. Speaking at the investment conference, Minister Souleymane Diarrassouba emphasized that “this demonstrates all our key economic indicators are performing exceptionally well.”
The funding package includes commitments from major international financial institutions such as the World Bank, African Development Bank, and European Union. The Minister also highlighted expectations for more than 70% of total NDP financing—amounting to over $147 billion—to come from private sector investments.
With the total NDP funding estimated at $209 billion, the Ivorian government is also contributing significantly to the program. The country’s financial credibility was further reinforced earlier this year when it successfully raised $1.3 billion through international bond issuance at highly favorable terms for an emerging market economy.
International financial institutions have taken note of Côte d’Ivoire’s economic performance, with the IMF recently approving nearly $833 million in additional funding through various assistance programs. While the Fund projects a slight growth moderation to 6% in 2026 (from 6.5% in 2025), it continues to recognize the country’s resilient economy despite an expected inflation uptick to approximately 3.3% this year.
Economic diversification efforts
Historically dependent on agriculture, Côte d’Ivoire has made significant strides in diversifying its economy through recent mineral, gas, and oil discoveries. This strategic shift aims to reduce vulnerability to commodity price fluctuations while positioning the country as a more balanced and sustainable economy for the future.
