The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Planning Scheme (SNAT CI-2045). The gathering brought together representatives from government institutions, prefectural bodies, local authorities, technical and financial partners, alongside public administrations, private sector representatives, civil society, academia, experts, and media professionals.
This milestone paves the way for adopting Côte d’Ivoire’s first national territorial planning framework. The SNAT CI-2045 will equip the government with a comprehensive reference tool to guide public and private investments, enhance policy effectiveness, and foster balanced regional development across the nation.
Under the leadership of President Alassane Ouattara, the Ivorian Government is reinforcing its strategic planning framework to support the country’s economic, social, and environmental transformations. Territorial planning plays a central role in this vision by ensuring more equitable investment distribution, unlocking regional potential, and strengthening the coherence of development policies.
The SNAT CI-2045 serves as the long-term spatial development blueprint. It defines the strategic placement of public and private investments while aligning state actions, local governance, and development actors around specific territorial priorities. Each region will be assigned tailored development roles to maximize its unique advantages.
« The 2026-2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial roadmap for the long haul and will underpin future National Development Plans. The validated orientations result from a rigorous, multi-scale consultation process combining scientific rigor, stakeholder participation, and broad-based dialogue. They are grounded in an in-depth national diagnostic and address key challenges: bridging regional disparities, managing urban expansion, boosting territorial competitiveness, strengthening local governance, safeguarding natural resources, and deepening regional integration.
The SNAT CI-2045 embodies a vision for a Côte d’Ivoire where territories are resilient, competitive, and share prosperity. It is structured around five strategic pillars: balanced territorial development, a more efficient urban-rural network, stronger territorial governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.
Following the workshop, the draft Scheme will be submitted to the Government, then to Parliament for adoption under the law establishing the National Territorial Planning Scheme. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding state investments toward high-impact regions and fostering balanced nationwide development.
