The partnership between the Kingdom of Morocco and the Republic of Benin reached a new milestone in Cotonou on July 21, 2026. Delegations from both nations reviewed the progress of their bilateral relations before finalizing a historic moment: the signing of 14 major agreements and conventions. This multi-sectoral pact underscores the shared commitment of both countries to deepen collaboration rooted in solidarity, efficiency, and mutual development.
Security and justice: forging a robust legal framework
The security and judicial cooperation segment stands out as a cornerstone of this seventh session. Three pivotal conventions were ratified to strengthen cross-border crime prevention and streamline criminal justice processes. These include agreements on penal judicial assistance, extradition protocols, and the transfer of convicted individuals.
A dedicated security cooperation agreement was also inked, complete with a financial protocol outlining provisions for civil protection. Additionally, joint action plans in the justice sector were updated to ensure a structured institutional framework that safeguards stability and protects citizens across both nations.
Investing in people and productive sectors
Education, vocational training, and youth development took center stage in the bilateral roadmap. A framework agreement for academic scholarships, internships, and expertise sharing was extended through 2029, alongside a vocational training convention. New cooperation bridges were established in higher education, scientific research, and innovation, further reinforced by a memorandum of understanding focused on sports and athletic training.
The economic, environmental, and sector-specific accords aim to enhance trade flows and promote sustainable growth. A mutual administrative assistance agreement in customs matters was formalized, along with a protocol on food safety cooperation. Tourism and environmental sustainability were not overlooked, with joint tourism promotion agreements and a memorandum dedicated to ecological transition and green development.
This series of foundational agreements reaffirms the vitality of the Rabat-Cotonou axis and lays the groundwork for deeper regional integration, ultimately serving the prosperity of both peoples.
