A groundbreaking €348 million initiative (3.7 billion Moroccan dirhams) has been unveiled to bolster Morocco’s national water policy, spearheaded by the Ministry of Equipment and Water in collaboration with the European Union, Germany, France, and Italy.

The program operates under the “Team Europe” approach, combining €48 million in EU grants with three concessionary loans of €100 million each. These funds are administered by France’s development agency, Italy’s Cassa Depositi e Prestiti, and Germany’s Kreditanstalt für Wiederaufbau, with the French agency leading the consortium.

The initiative aligns with Morocco’s long-term water strategy, focusing on four critical areas: enhancing water resource assessment amid climate change pressures, strengthening resilience against extreme weather like droughts and floods, safeguarding water quality and ecosystems, and protecting underground aquifers.

This initiative reinforces commitments outlined in the Morocco-EU Green Partnership (signed October 2022) and the Mediterranean Pact (adopted November 2025), both of which prioritize climate resilience and sustainable water management as shared goals.
