Morocco’s ports to be revamped with Japanese expertise

Morocco’s port system is drawing significant attention from global partners. The Japan International Cooperation Agency (JICA) has now finalized its engagement timeline in the kingdom’s upcoming consultancy market program. According to the official forecast document, a specialized mission will be deployed from September 2, 2026, to February 26, 2027, following the launch of the tender process scheduled for July 1, 2026. This initiative aims to assess the development potential of Tanger Med and the Port of Casablanca, as well as the broader national port infrastructure.

Strategic hubs in global trade

Both Tanger Med and the Port of Casablanca are described in the document as “the backbone of Morocco’s maritime trade, handling nearly 98% of the country’s foreign trade.” Their strategic location positions them at the heart of international logistics networks, bridging Europe, Africa, and key global markets. This role underscores the vital importance of Morocco’s port infrastructure in maintaining supply chain stability across three continents.

Beyond technical assessment: a vision for economic growth

The JICA mission goes beyond mere technical evaluation. The mandate reflects a commitment to support Morocco’s port system as it prepares for the next phase of economic development. The focus extends to upgrading infrastructure quality, integrating digital solutions, reducing carbon footprints, and strengthening the Kingdom’s role as a logistics bridge between Europe and Africa.

The evaluation will assess progress made so far and identify adjustments needed to align with evolving international trade patterns. Modern port competitiveness is no longer solely about physical capacity; it now hinges on environmental compliance, digital readiness, and technological innovation in maritime transport.

Anticipating tomorrow’s trade flows

A core component of the mission involves forecasting future cargo traffic, analyzing expansion projects, and reviewing port management structures. Experts will examine the roles of key institutions, the responsibilities of involved stakeholders, and the efficiency of land and sea connections linking Moroccan ports to major markets in Europe and Africa.

The goal is to ensure alignment between current infrastructure and the nation’s future economic needs. Findings will culminate in a forward-looking development strategy, supported by an action plan that harmonizes investment, governance, and trade evolution.

Green transition at the forefront

Environmental sustainability remains a cornerstone of this mission. Consultants will review existing green policies in Moroccan ports, evaluate carbon reduction strategies, and assess energy efficiency measures across port facilities.

Parallel to this, the JICA is prioritizing the digital transformation of port operations. The assessment will cover smart port management systems, just-in-time vessel scheduling, cybersecurity protocols, and carbon neutrality initiatives. This integrated approach seeks to streamline port operations, cut vessel waiting times, and enhance overall operational efficiency.

Building future-ready port technology

The mission also includes a forward-looking dimension: identifying areas where collaboration with Japan could deliver tangible benefits. The scope involves compiling a portfolio of projects that could leverage Japanese equipment, digital solutions, and low-carbon technologies to upgrade Morocco’s port operations and accelerate decarbonization efforts.

A pilot phase will be introduced to test selected solutions before presenting them to Moroccan authorities in a dedicated workshop. The study will be carried out by specialists in port planning, digital transformation, decarbonization, and cybersecurity, totaling 6.61 person-months of expertise. While currently in its preparatory stage, the mission’s findings may evolve before the final tender is issued.

This initiative underscores the global significance of Morocco’s port infrastructure. By evaluating infrastructure, governance, digital readiness, environmental standards, and trade outlook in unison, JICA is positioning Morocco’s ports for long-term success in a rapidly changing global trade landscape.
