Systematic oversight: IGF launches sweeping audit of DRC’s mining sector

In a bold move to tighten financial oversight, the Inspection Générale des Finances (IGF) has deployed 118 inspectors across nearly 200 public and private entities as part of its 2026 audit campaign. This latest initiative, launched on June 4, places a special focus on the mining sector to scrutinize revenue generation nationwide.

The comprehensive audit extends beyond mining revenues to include payroll verification for state agents, revenue tracking mechanisms, and public asset management. However, the mining sector audit remains the cornerstone of this operation, reflecting the Democratic Republic of Congo (DRC)‘s commitment to enhancing financial transparency.

Mining sector under the microscope for revenue integrity

As one of the DRC‘s economic pillars, the mining sector contributes significantly to state coffers. Yet, authorities seek deeper insights into the entire value chain—from production and declaration to revenue collection and traceability. The IGF’s mission aims to:

  • Assess the accuracy of mining revenue collection mechanisms
  • Identify systemic weaknesses in revenue oversight
  • Propose actionable reforms to boost Treasury revenue

This initiative follows a first-wave audit earlier in 2026, with the IGF also deploying inspectors to monitor customs and tax revenues at strategic checkpoints to curb revenue leakage.

Leadership emphasizes independence and accountability

Addressing the audit teams ahead of deployment, Christophe Bitasimwa Bahii, Inspector General of Finances, underscored the gravity of their mission and the ethical imperatives guiding their work.

« As senior civil servants, our mandate is to serve the State’s interests without compromise. Conduct your duties fearlessly, free from external influences or intimidation. Objectivity and impartiality must define every observation and conclusion you draw. Maintain rigorous investigative standards, ensure analytical precision, and produce reports that will guide policymakers effectively. »
