After years of administrative hurdles, Togolese workers with mixed careers in both public and private sectors now have a clearer path to retirement. The Togolese Retirement Fund (CRT) and the National Social Security Fund (CNSS) have introduced a coordinated pension liquidation system, simplifying how careers spanning both sectors are assessed.
One unified career record for all cotisations
Previously, switching between public and private employment often complicated retirement claims. Workers who contributed to both the CRT and CNSS faced lengthy, sometimes costly procedures to validate their combined cotisation years. This reform eliminates that complexity by merging records from both systems into a single assessment.
Key changes for mixed-career workers
This coordinated approach ensures that every year of cotisation—whether in the public or private sector—counts toward retirement eligibility. No longer will workers lose credited years when transitioning between employers.
Additionally, the need for manual cotisation transfers or buybacks has been removed. This streamlines the process, reducing delays and administrative burdens for those who split their careers across both sectors.
Faster access to pensions with flexible rules
The reform introduces a phased approach: retirees can claim partial pensions as soon as they meet requirements in one system, without waiting for the other. This prevents gaps in income while allowing them to later liquidate remaining rights once conditions are met in both regimes.
Why this reform matters for Togolese workers
With more professionals moving between public and private roles, this change ensures fairness. Previously, such transitions could weaken retirement entitlements, leaving some years uncounted or undervalued. Now, the entire career path is recognized, securing social rights continuity.
Modernizing Togo’s social protection system
This harmonization reflects broader efforts to modernize Togo’s social safety nets. In 2025 alone, the CRT disbursed over 52.5 billion FCFA in pensions to civil servants and military personnel. Meanwhile, the CNSS continues expanding coverage to private-sector employees, self-employed workers, and informal economy actors.
The goal is to align retirement benefits with the increasingly diverse career trajectories of Togolese workers.
Five major benefits of the unified pension system
- All cotisation years in both CRT and CNSS are now aggregated for retirement calculations.
- Workers no longer need to transfer or redeem cotisations between systems.
- Administrative procedures are faster and more transparent.
- Career mobility between sectors no longer penalizes future pensions.
- Retirees can claim partial benefits as soon as they qualify in one system.
This reform marks a significant step toward a fairer, more adaptive retirement system in Togo. By validating the full scope of workers’ careers, it enhances financial security for retirees and aligns the country’s pension framework with modern labor realities.
