Diplomatic momentum and new leadership

This gathering was the first major public appearance of Philippe Lalliot, France’s newly appointed ambassador to Morocco. Having presented his credentials to King Mohammed VI in early June, Lalliot used the occasion to share his early impressions of the Kingdom, praising what he described as its ‘calm strength’—a blend of deep-rooted tradition and dynamic ambition.

The ambassador highlighted his recent visits across Morocco, from Casablanca and Tangier to Marrakech and Laâyoune, where he inaugurated the first Alliance Française branch. This initiative reflects a broader push to strengthen cultural exchanges and educational cooperation between the two nations.

Lalliot also emphasized the emotional and cultural connections uniting Moroccan and French societies. He pointed to the spontaneous displays of solidarity between fans of both countries during the World Cup quarter-final, calling it a powerful reminder of the unique bond between their peoples. The ambassador went on to commend the work of his predecessor, Christophe Lecourtier, whose tenure helped revitalize bilateral relations.

On the geopolitical front, the ambassador reaffirmed France’s unwavering support for Morocco’s position on the Sahara issue, aligning with the stance articulated by President Emmanuel Macron in 2024. He stressed that Paris views the future of the region within the framework of Moroccan sovereignty, while highlighting the alignment of both countries on core international principles.

Economically, France remains Morocco’s top foreign investor and employer, while security cooperation continues to deepen. Lalliot highlighted Morocco’s role in combating terrorism, drug trafficking, and irregular migration, noting that these efforts directly contribute to France’s safety and stability.

A roadmap for deeper collaboration

The celebration served as a prelude to the upcoming 15th High-Level Meeting between Moroccan and French officials, scheduled for 16 July in Rabat. French Prime Minister Sébastien Lecornu will lead a delegation of twelve ministers to discuss a wide range of bilateral and regional issues.

Looking ahead, Lalliot announced plans for a groundbreaking friendship treaty between Morocco and France—a first for Paris with a non-European nation. The agreement is expected to be formally signed during an upcoming state visit by King Mohammed VI to France, marking a historic milestone in the bilateral relationship.
