Bénin: security minister assesses challenges and solutions with forces on ground

The Benin’s Interior and Public Security Minister, Djibril Mama Cisse, continued his nationwide security assessment tour this week, making stops in Kandi and Parakou to engage directly with law enforcement officers and gather firsthand insights on operational realities.

During the visit, the minister and his delegation inspected critical security hubs, including the Special Multipurpose Intervention Group (GSPI) base in Kandi, the civil protection agencies serving the Alibori and Borgou departments, the mobile intervention unit of the Republican Police in Parakou, and the local Interior and Public Security directorate. The primary goal was to evaluate current security measures and identify areas for improvement to strengthen public safety strategies across the country.

In his opening remarks at the Republican Police special intervention base in Kandi, the minister emphasized the importance of listening to frontline officers. « My presence here today is a clear signal of my commitment to hear your concerns firsthand. I am here to listen, » he stated, addressing officers of all ranks gathered for the meeting. The same open dialogue approach was adopted in Parakou, where the minister encouraged frank discussions to uncover operational challenges that, once addressed, could enhance both the effectiveness and efficiency of security operations nationwide.

The discussions revealed pressing concerns raised by officers, including career progression hurdles, delayed promotions, prolonged postings in high-risk zones, insufficient motivation, lack of adequate risk allowances, staffing shortages, and deficits in specialized personnel. Additional issues highlighted were the absence of GSM network coverage in remote areas, deliberate sabotage of communication towers, and inadequate protection for certain police stations.

In response to these challenges, senior officials from the Republican Police, the ministry’s secretary-general, and other delegation members outlined ongoing initiatives and proposed solutions. Career development pathways for officers were a key focus, with assurances that the government is actively working to address systemic gaps.

Djibril Mama Cisse commended the security forces for their unwavering dedication and sacrifices, acknowledging their pivotal role in maintaining peace and stability across Benin. « It is your courage and commitment that allow every Beninese citizen to live, work, and thrive without fear. Without you, the Republic would not stand as strong as it does today, » he remarked.

He concluded by stressing that while immediate solutions may not be readily available, the government is fully committed to tackling these challenges head-on. The minister urged all public security personnel to remain fully engaged, reiterating that resolving these issues is a national priority to ensure uninterrupted progress and safety for Benin.
