Representatives from the Democratic Republic of Congo (DRC) government and the Alliance Fleuve Congo/Mouvement du 23 mars (AFC/M23) have reached an agreement to establish a dedicated mechanism. This body will be tasked with monitoring the advancements and addressing the obstacles encountered in fulfilling the commitments outlined in the Doha framework agreement. The United States Department of State announced this development on Saturday, August 22.

Among the notable achievements reported is the successful formation of the secretariat for the Expanded Joint Verification Mechanism Plus (EJVM+). Furthermore, the EJVM+ conducted a crucial reconnaissance mission on August 20, benefiting from logistical assistance provided by MONUSCO. This preparatory mission precedes the inaugural ceasefire verification operation scheduled for August 24 in Minembwe. Additionally, both parties have concurred on the necessity of a standardized methodology for documenting and reporting any violations of the ceasefire.

Roadmap and commitments for peace

The involved parties have meticulously crafted a comprehensive roadmap, which delineates the sequential steps and a precise timeline for the ongoing negotiations under the umbrella of the Doha Agreement. They have unequivocally reiterated their unwavering dedication to continuing these discussions, with the ultimate objective of achieving a lasting and inclusive peace. It was also clarified that the sequence in which the various protocols are negotiated does not dictate the order of their subsequent implementation.

The delegates representing the DRC and the AFC/M23 extended their profound gratitude to Qatar, the United States, Togo, Switzerland, and the African Union Commission for their persistent and invaluable support towards fostering peace in the volatile Eastern DRC and the broader Great Lakes region.

Massad Boulos, who serves as a senior advisor to the US President for Africa and the Middle East, shared his perspective on his X account:

« I am delighted to observe further progress stemming from the meetings held in Switzerland, aimed at advancing the Doha Framework for a comprehensive peace agreement between the Government of the DRC and the AFC/M23. The United States will steadfastly continue to champion peace and stability throughout the eastern part of the DRC and within the Great Lakes region. »
