Gabon’s government is tightening its oversight of projects funded by the African Development Bank (BAD) to speed up their completion and ensure tangible benefits for citizens. Vice-President Hermann Immongault led a strategic meeting with a BAD delegation, including Country Administrator Mamour Ousmane Ba, in Libreville. The session also included Louise Mvono, Minister of Planning, and Pacôme Kossy, Minister of Agriculture.
This gathering follows high-level discussions in Brazzaville between the President of Gabon and the BAD President during the institution’s annual meetings. The focus remained on assessing project progress and addressing bottlenecks slowing implementation.
Stricter monitoring for better results
Hermann Immongault emphasized the government’s commitment to rigorous project tracking. He stressed that borrowed funds must deliver measurable outcomes aligned with the National Growth and Development Plan. Transparency, efficiency, and adherence to deadlines were highlighted as critical to maximizing public investment impact. Each stakeholder was called upon to fulfill their role to enhance project effectiveness.
Action plan targets delayed infrastructure
During the visit, officials finalized an action plan to fast-track stalled projects, with particular attention on two key initiatives: the Integrated Drinking Water Supply and Sanitation Program for Libreville (PIAEPAL) and the Ndendé-Doussala road project. The Vice-President echoed the President’s concerns about the slow progress of the latter, urging immediate corrective measures. Authorities also reviewed internal coordination gaps to strengthen collaboration with their financial partner.
The BAD delegation acknowledged Gabon’s reform efforts and reaffirmed its support for national priorities. Mamour Ousmane Ba outlined the New African Financial Architecture for Development (NAFAD), designed to boost investment efficiency across the continent. With a portfolio of transformative projects in water supply, vocational training, agriculture, and road infrastructure, the BAD remains committed to Gabon’s long-term development goals.
