Dialogue politique national inclusif en RDC : En bon ‘’cuisinier’’, Léonard She Okitundu offre sa recette culinaire comestible (Déclaration)
The Social Democratic Green Party (PSDV) has closely observed the announcement regarding the upcoming inclusive national political dialogue in the Democratic Republic of Congo (DRC).
The PSDV commends the Head of State’s expressed commitment to engage in consultations with all social and political forces across the nation. This initiative aims to strengthen national cohesion by fostering collective deliberation, which is crucial for safeguarding our country’s sovereignty and territorial integrity, currently jeopardized by Rwandan aggression.
The Social Democratic Green Party emphasizes that this forum must not overlook the fundamental cause of the ongoing crisis: the unjust aggression suffered by our nation.
To ensure the success and effectiveness of this critical process, the PSDV proposes the following recommendations, serving as terms of reference for the dialogue:
On the objective
While acknowledging other significant internal political issues, this major consultation must primarily focus on forming a broad patriotic front against the aggression our country faces.
On the venue
The dialogue must take place within the national territory.
On participation
The Social Democratic Green Party reaffirms its support for the principle of inclusivity, provided it adheres to realistic and structured participation modalities consistent with the DRC’s international commitments.
Internally, the dialogue will include representatives from the political majority, the unarmed opposition, and civil society, with additional participation from prominent political figures.
Regarding armed opposition groups, the PSDV advocates for them to continue discussions with government representatives outside the country, for obvious reasons. These specific negotiations should target the rigorous implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington accord, without prejudice to the effective enforcement of binding obligations stemming from UN Security Council Resolution 2773, which serves as an essential roadmap for the durable resolution of the conflict.
On moderation
Given its national scope, the Social Democratic Green Party believes it is imperative for the Head of State to play a leading role in overseeing the proceedings of these meetings, in their capacity as representative of the Nation and embodiment of national unity, prerogatives granted by Article 69 of the Constitution.
Consequently, the Head of State is responsible for appointing a personality with sufficient credibility among the dialogue’s stakeholders to facilitate the discussions. This facilitator will receive support from representatives of various religious confessions (Catholic, Protestant, Kimbanguist, Muslim, and Revival Church of Congo) in carrying out specific tasks.
On observation
The presence of representatives from the African Union (AU) and the United Nations (UN) as observers is essential, owing to their direct involvement in the crisis resolution process caused by the aggression.
Indeed, certain conclusions from the dialogue will be presented to these international institutions for advocacy, particularly to secure the effective application of UN Security Council Resolution 2773.
In light of these points, the Social Democratic Green Party reiterates its readiness to contribute to the successful outcome of the dialogue and its unwavering commitment to restoring territorial integrity and the sacred defense of the Homeland.
