In a landmark decision for Bénin’s institutional history, President Romuald Wadagni has appointed Captain Elvire Toupé as the presidential aide-de-camp. This pivotal assignment marks the first time a woman has held this esteemed position within the West African nation.
This groundbreaking designation firmly places a female officer at the heart of the president’s immediate security detail, signaling a new era of inclusivity and recognition of merit within the country’s defense forces.
Born on July 21, 1990, in Porto-Novo, Captain Elvire Toupé’s career has been distinguished by both rigorous military discipline and academic excellence. She was a member of the inaugural class of the General Mathieu Kérékou Military High School for young girls in Natitingou, demonstrating her commitment to service from an early age.
Following her comprehensive training at the National Officers’ School in Toffo from 2012 to 2014, she successfully earned her diploma as an infantry section chief. Beyond her military prowess, Captain Toupé also holds a bachelor’s degree in medical imaging, a field in which she briefly practiced before dedicating herself entirely to her military vocation.
Her consistent dedication led to her promotion to Captain in 2021, solidifying her status as the most senior female infantry officer currently serving in the Béninese armed forces.

Captain Toupé’s professional experience extends beyond national borders. She underwent specialized training at the Caribbean Institute for Professional Military Education in Jamaica and contributed to international peace efforts by serving with MINUSMA as a military gender advisor between 2017 and 2018.
Fluent in both French and English, she joined Bénin’s esteemed Republican Guard in 2022. Prior to her current appointment, Captain Toupé was entrusted with the crucial responsibility of overseeing security for the Court of Accounts.
