Côte d’Ivoire is embarking on an ambitious drive to enhance its domestic animal and halieutic output, a crucial step towards reducing its substantial reliance on imports. This strategic shift comes as the nation’s expenditure on external meat and offal purchases soared to 782 billion CFA francs in 2024, as revealed by Bouadi Beda Paul, the Director of Financial Affairs at the Ministry of Animal and Halieutic Resources (MIRAH).
Speaking on Wednesday, July 29, 2026, in Jacqueville during a pivotal workshop, Paul underscored the imperative of results-oriented budgetary planning. The gathering focused on refining the Multi-Year Spending and Annual Performance Projects Program Document (DPPD-PAP) for the 2027-2029 period, a framework designed to tackle the sector’s pressing challenges.
The nation’s long-term vision, outlined in the National Policy for Livestock, Fishing, and Aquaculture Development (PONADEPA) 2026-2030, specifically aims to fortify food sovereignty and actively encourage private sector investment. “In a management approach driven by concrete outcomes, the development of the DPPD-PAP is no longer merely an option, but an absolute necessity,” Bouadi Beda Paul asserted.
The workshop, organized by MIRAH’s financial affairs directorate from July 29 to 31, brought together key officials from various departments within the ministry. Their collective task involved pinpointing the most critical needs for the upcoming three years.
The document emerging from these discussions will serve as a roadmap, meticulously defining the ministry’s objectives, outlining the specific actions to be undertaken, and establishing the monitoring indicators essential for evaluating the effective utilization of public resources.
Furthermore, the Director of Financial Affairs extended an invitation to young Ivorians, urging them to explore careers in livestock farming, pisciculture, and aquaculture. These sectors, he emphasized, present significant and promising employment opportunities for the nation’s youth.
