This gathering brought together an array of diplomats, expert analysts, and representatives from various international organizations. Their collective aim was to delve into the intricate relationship between natural resources and their potential role in both preventing conflicts and fostering lasting peace.

In her address, the Minister of State urged the global community to move beyond a mere conflict management approach. Instead, she advocated for the promotion of responsible governance of natural resources as a proactive tool for prevention, all while upholding the fundamental sovereignty of individual states.

Minister Kayikwamba Wagner emphasized that the extraction of strategic resources must primarily contribute to economic development, stability, and the prosperity of populations, rather than serving as a catalyst for tensions and insecurity.

Natural resources as a catalyst for cooperation

Also speaking at the meeting, Huang Xia, the Special Envoy of the United Nations Secretary-General for the Great Lakes region, highlighted a crucial perspective: natural resources should not be viewed solely as sources of competition or conflict.

The UN diplomat underscored their potential to serve as a powerful engine for regional cooperation, promoting stability and sustainable development across borders.

The Special Envoy further asserted that creating tangible economic opportunities remains a vital component for ensuring enduring peace throughout the Great Lakes region.

A pivotal prelude to the July 22 debate

This Arria-formula meeting marks the beginning of an important diplomatic series, set to culminate on July 22 with a high-level public debate of the Security Council. This upcoming session will be presided over by the President of the Republic, Félix Antoine Tshisekedi Tshilombo.

Through this significant initiative, the Democratic Republic of Congo aims to position the critical issue of natural resource governance at the forefront of international discussions on peace and security. Kinshasa is actively advocating for a more cohesive normative framework, one better tailored to the unique realities faced by resource-producing nations.

Understanding an Arria-formula meeting

An Arria-formula meeting represents an informal mechanism within the United Nations Security Council. It provides a unique platform for Council members to engage in more open dialogue with external stakeholders who typically do not participate in formal sessions.

These gatherings can include a diverse range of participants such as:

  • representatives from civil society organizations
  • independent experts
  • academics
  • non-governmental organizations
  • representatives from states not currently members of the Security Council.

Unlike the formal meetings of the Council, Arria-formula sessions do not involve voting or the adoption of resolutions. Nevertheless, they serve as an invaluable forum for enriching debates and fostering deeper reflection on critical matters related to international peace and security.
