Moroccan parliamentary diplomacy gains momentum under Talbi Alami

The Chamber of Representatives has placed parliamentary diplomacy at the core of its strategy during the 11th legislative term, as emphasized by its President, Rachid Talbi Alami, during the closing of the second session of the 2025-2026 legislative year.

In his address, Talbi Alami underscored that this diplomatic approach is rooted in a rigorous political and strategic vision, particularly concerning the Moroccan Sahara dossier. He reiterated that this issue remains the cornerstone of Morocco’s international relations and a top priority in its parliamentary diplomacy.

The President of the Chamber highlighted the adoption of UN Security Council Resolution 2797 on July 31, 2025, describing it as a “decisive turning point” in addressing the dispute over the Moroccan Sahara. He noted that the resolution reinforced Morocco’s stance by acknowledging the historical legitimacy of its southern provinces and bolstered international support for the Kingdom’s historical rights.

Talbi Alami also emphasized the Chamber of Representatives’ role in supporting major royal initiatives on both the international and African fronts. He cited Morocco’s diplomatic efforts to strengthen ties with Atlantic coastal African states and to facilitate access to the Atlantic Ocean for landlocked African nations.

The President underscored Morocco’s commitment to peace, coexistence, and environmental protection, highlighting the country’s hosting of numerous international congresses and forums. These events have led to the adoption of 11 key international parliamentary documents, including global declarations, throughout the current legislative term.

strengthening partnerships and Morocco’s global presence

Talbi Alami called for leveraging these achievements to consolidate Morocco’s position within multilateral parliamentary organizations. He advocated for deeper bilateral cooperation through the signing of agreements and the organization of forums to foster enduring partnerships and mutual trust.

The President also stressed the importance of international cooperation programs as a catalyst for the Chamber of Representatives. These initiatives have facilitated new dialogue spaces, the exchange of best practices with leading parliaments, and the promotion of Morocco’s democratic model.

Finally, he noted that the Chamber stands among the few parliaments globally to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
