Togo-France partnership: 395 million euros invested with new priorities set for 2026-2028

The Local Development Committee (CLD) convened in Lomé on June 5, 2026, to assess the Togo-France partnership in sustainable and inclusive investment while charting the course for cooperation from 2026 to 2028.

Serving as a key platform for dialogue, the CLD brings together France’s development team in Togo and local stakeholders to align initiatives with the country’s national priorities.

Breakthroughs in education, skills, and social cohesion

Significant progress has been made in education, vocational training, rural development, entrepreneurship, and social cohesion over recent years.

Notable achievements include the establishment of the École Polytechnique du Togo, supported by French assistance, along with 95 scholarships granted to Togolese students by the French government. The ‘Études en France’ program welcomed over 8,200 individuals in 2025, with new Campus France offices opening in Lomé and Kara.

The network of French curriculum schools has expanded dramatically, growing from 857 students four years ago to over 2,500 learners today.

Cultural and sports initiatives reach over 17,000 beneficiaries

Cultural and creative industry projects have engaged more than 17,000 audience members, trained over 350 participants, and supported 24 artistic residencies.

France has also played a pivotal role in establishing the National Agency for Territorial Collective Training (ANFCT) to bolster Togo’s decentralization efforts.

395 million euros invested in critical sectors

The French Development Agency (AFD) has committed nearly 395 million euros to transformative projects in Togo.

These investments have improved access to clean water for over 552,000 people, expanded electricity access for roughly 125,000 households, and modernized 49 technical and vocational training centers.

Additionally, more than 600 kilometers of rural roads have been constructed or rehabilitated, benefiting over 500,000 farmers.

Three key priorities for 2026-2028

Over the next three years, the French team will focus on three main pillars: fostering inclusive and job-creating growth, enhancing access to essential infrastructure and services, and strengthening governance, human rights, and social cohesion.

Special emphasis will be placed on youth employability, private sector development, entrepreneurship, and local governance dynamics.

The CLD also underscored the importance of cross-cutting priorities, including gender equality and enhanced support for the Savanes region.

Through this collaborative framework, France reaffirms its commitment to supporting Togo in achieving equitable, inclusive, and sustainable development alongside other technical and financial partners.
