Benin health workers payroll decentralized to local councils
A groundbreaking shift in Benin’s health sector management has seen administrative and financial oversight of 2025-contracted health workers transferred directly to all 77 municipalities across the country.
The landmark decision, formalized through a ministerial circular signed on July 23, 2026 by Rodrigue Sèwènan Chaou, Minister of Decentralization and Local Governance, aims to streamline human resource management while elevating working conditions for medical staff serving at the grassroots level.
Under this new framework, municipalities take full responsibility for payroll processing, ensuring healthcare workers receive their salaries no later than the 20th of each month—aligning with the payment schedule of civil servants. This move eliminates previous delays and financial uncertainties that often hampered service delivery in remote areas.
Localized medical benefits to enhance healthcare access
Beyond salary administration, the reform introduces a decentralized health coverage system. Municipal authorities now handle medical benefit claims directly, enabling faster processing and reducing bureaucratic hurdles. This localized approach is expected to improve response times and expand medical coverage for contracted health personnel working in communities nationwide.
The initiative reflects Benin’s commitment to strengthening its health system through equitable resource distribution and improved institutional responsiveness at the local level.
