Recognition for outstanding contributions to ivory coast’s development
Adrien Haye, outgoing director of the French Development Agency (AFD) in Côte d’Ivoire, was honored with the country’s prestigious National Order during a ceremony marking the conclusion of his four-year mission. The distinction was formally presented by Adama Coulibaly, Minister of Economy, Finance, and Budget, in a private gathering at the Sciam building in Plateau, Abidjan. The event was attended by Jean-Christophe Belliard, France’s Ambassador to Côte d’Ivoire, alongside AFD staff and key collaborators.
Minister lauds commitment to ivory coast’s growth
On behalf of President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly commended Adrien Haye for his unwavering dedication to Côte d’Ivoire’s economic and social advancement. Speaking during the ceremony, he highlighted Haye’s hands-on involvement in identifying critical intervention opportunities across multiple sectors of the Ivorian economy.
Since assuming leadership of the AFD in 2022, Haye played a pivotal role in aligning financing structures, designing project frameworks, and ensuring seamless implementation—all aimed at bolstering the nation’s development agenda. His efforts were instrumental in reinforcing the strategic partnership between Côte d’Ivoire and France.
Record funding mobilized under haye’s leadership
The minister underscored that Haye’s tenure saw the mobilization of a total of 934 million euros—equivalent to approximately 623 billion FCFA—through sovereign loans and funds from the Debt Reduction and Development Contract (C2D). This financial support significantly contributed to stabilizing the country’s macroeconomic framework, fostering sustainable growth.
During this period, five new sovereign loan agreements were finalized, totaling nearly 500 million euros (around 330 billion FCFA). These initiatives were complemented by the allocation of resources under the third phase of the C2D, aligning seamlessly with the objectives set out in the 2021–2025 National Development Plan (PND).
The AFD’s continued prominence as Côte d’Ivoire’s leading bilateral partner was attributed in large part to Haye’s leadership and strategic vision. His dedication has left a lasting imprint on the nation’s developmental trajectory.

Deeply moved by the rare honor bestowed by an African state, Adrien Haye shared his heartfelt appreciation for the Ivorian authorities. Reflecting on his tenure, he emphasized his enduring bond with the country and its people.
“I am confident that the portfolio of projects we have expanded and deepened—particularly in collaboration with your teams, Minister—speaks volumes. I will continue to champion Côte d’Ivoire’s interests with the same passion,” Haye affirmed during his remarks.
This prestigious decoration serves as a testament to the robust four-year collaboration between the AFD and Ivorian leadership, characterized by substantial financial commitments aimed at driving economic and social progress in the country.
