Senegal’s National Assembly convenes Monday: Sonko’s decree sets critical agenda
The National Assembly of Senegal has unveiled a landmark decree, signed by President Ousmane Sonko, outlining its extraordinary session agenda for Monday. Three major legislative proposals will take center stage, including revisions to labor regulations, social security frameworks, and critical digital infrastructure protections.
The National Assembly’s extraordinary session has been officially announced through a decree, with proceedings scheduled to commence this Monday, August 10, 2026, at 10:00 AM. Signed by Assembly President Ousmane Sonko, the decree precisely outlines the session’s agenda, fully compliant with Article 63 of the Constitution and Article 7 of the Assembly’s Standing Orders.
The decree, numbered 192, specifies that deputies of the 15th Legislature will deliberate on three key legislative proposals: the Labor Code (Bill 15/2026), the Social Security Code (Bill 16/2026), and the Critical Information Infrastructure Protection and Digital Security Bill (Bill 25/2026). Additionally, two legislative proposals will be examined: one to amend Article 37 of the Constitution (Bill 33/2026), and another establishing a legal framework for special credits (Bill 34/2026).
Six parliamentary inquiry commissions to be established
The session’s agenda also includes the ratification of six proposals for parliamentary inquiry commissions, focusing on highly sensitive national issues:
- Severe irregularities in land management across multiple housing developments and maritime public domains;
- Controversial privatizations of state-owned buildings under questionable conditions;
- The Government’s use of TRS-type financial mechanisms;
- Identified irregularities in procurement and execution of the Ministry of Higher Education’s “One Student, One Laptop” program, with cumulative commitments nearing 48 billion CFA francs since 2017;
- Revenue losses and management of tax exemptions;
- Conditions surrounding the issuance and renewal of fishing licenses.
As outlined in Article 3 of the decree, the extraordinary session will conclude immediately upon completing this agenda, with no possibility of modifications once proceedings begin, in accordance with the Assembly’s procedural regulations.
