The Attorney General of the King at the Court of Cassation and head of the Public Prosecutor’s Office, Hicham Balaoui, led the inauguration ceremony of the permanent headquarters of the African Prosecutors Association in Rabat this week.
Accompanying him was Renson Ingonga, the Kenyan president of the association, with Hicham Balaoui serving as its secretary-general. The event marked the formal transfer of the association’s headquarters from Mozambique to Morocco, sealed through a signed agreement.
Attendees praised Morocco’s growing influence in African judicial affairs, highlighting the strategic trust placed in the Kingdom’s judicial institutions under the leadership of King Mohammed VI. Key figures such as Mohamed Abdennabaoui, vice-president of the Supreme Council of the Judiciary, and Abdelatif Amrani, the Kingdom’s treasurer-general, were present alongside other high-ranking judicial officials.
According to the association, the gathering underscored Morocco’s commitment to deepening judicial cooperation across Africa and strengthening coordination mechanisms among member states’ prosecutorial bodies.
Key decisions and future priorities
During the Rabat meeting, the Executive Committee approved the association’s work agenda and reviewed proposals for constitutional amendments, including adjustments to annual membership contributions. The discussions also addressed pressing challenges such as transnational organized crime, corruption, human trafficking, and cybercrime.
Strengthening continental justice through collaboration
In his opening address, Hicham Balaoui emphasized the need for closer collaboration between African police forces and prosecutorial services. He called for shared expertise and best practices to combat evolving criminal threats, from cyber threats to cross-border trafficking networks.
The event concluded with recognition of the African Prosecutors Association’s pivotal role in fostering professional solidarity. Participants described the association as a vital platform for dialogue, coordination, and collective action in addressing the continent’s criminal justice challenges.
By establishing its permanent seat in Rabat, Morocco reaffirms its central position in African judicial cooperation. This milestone not only institutionalizes prosecutorial exchanges but also signals a stronger, unified response to the rising tide of transnational crime across the continent.
